Pascoe Street Upgrade to Improve Safety and Reduce Flooding

Colac Otway Shire Council is set to commence a $1.7 million upgrade of Pascoe Street, Apollo Bay, delivering a significantly improved road surface, drainage and pedestrian safety.

The project, which covers Pascoe Street between Moore Street and Nelson Street, forms part of Council’s wider investment in upgrading local roads across the coastal townships this year, valued at $7 million. Additional contracts will be awarded in the coming months for renewal works in Apollo Bay, Wye River and Separation Creek.

Council’s General Manager Infrastructure and Environment, Mr Doug McNeill, said the Pascoe Street project would provide an important upgrade for Apollo Bay.

“The road surface has been deteriorating for some time, and this reconstruction will deliver a durable, high-quality road for years to come," Mr McNeill said.

Council has met with Apollo Bay traders over the past two weeks to review the timing of works to lessen the impact on trade leading up to Easter.

“The traders on Pascoe Street had some valid reasons for changing the way we initially proposed to stage the works and we have come up with a solution that maintains access and flow for the customers and traders, and still delivers a great outcome over the next few months,” Mr McNeill said.

“Our contractors have been very helpful in working through those changes and are now in place to start the project.”

Initial works are required at the Nelson Street roundabout, which will be closed to traffic, before construction of a new roundabout at the Moore Street intersection followed by roadworks between the sites.

"We are also taking this opportunity to upgrade drainage infrastructure, which will significantly reduce the flooding issues residents have experienced in Pascoe Street during heavy rainfall,” Mr McNeill said.

The works include construction of a new roundabout and raised pedestrian crossings at the Moore Street intersection, as well as a new mid-block raised pedestrian crossing opposite the off-street car park and public toilets. These improvements will support safer access between the shopping precinct, community facilities and the foreshore.

The pedestrian safety upgrades are supported by a $900,000 Transport Accident Commission (TAC) grant.

Mr McNeill acknowledged that some parking spaces will be lost as part of the project.

"We recognise that this project will result in the removal of several car spaces on Pascoe Street. This change is necessary to deliver safer pedestrian links and is consistent with the plans adopted by Council in 2023 after extensive community consultation," he said.

Construction is expected to be completed by August.
